    tcwg-base/tcwg-llvmbot: Allocate 30 cores to clang-aarch64-full-2stage on jade-04
    
    I had a request from Arm to speed up this bot, and we have spare
    capacity there, so I'm moving it.
    
    While I'm here, I've made the organisation more obvious and added
    some comments.
