Sometimes AArch64 will take longer than that and get killed. Looking at succesful builds, AArch64 is always around 10 minutes more than the others. So assign more cores there to get us under the limit, hopefully all of the time. This means we'll spend some cores on picolib builds, but I don't want to start subdividing the AArch64 hosted builds to somehow deal with that.
