    [Patch] GCN: Default to -fno-exceptions
    
    The main motivation for this change to enable the libstdc++
    testsuite with stand-alone GCN testing (gcn-run). Without, the
    support file libstdc++-v3/testsuite/util/testsuite_abi.cc fails:
