    pw-report.sh,jenkins-helpers.sh: add get_externally_visible_url function for published url and links
    
    tcwg-jenkins-01.aws runs a jenkins server on port 8080, this is
    accessible from the tcwglab only.
    
    nginx server on port 9090, this is accessible from anywhere for
    developpers.
    
    Purpose of this function is to point on the same file (typically in the
    artifacts of a build) using the nginx simple server.
